Canada's EVAP Cap: Model Y Clears It by $10, Model 3 Takes Québec's $2,000

Two separate rebates, two separate vehicles — and a margin tight enough that a single option could change the outcome.

Two rebates, two vehicles, one $10 margin

The federal EV Affordability Program (EVAP) has been paying out at the point of sale since February 16, 2026 — up to $5,000 on an eligible new EV. Eligibility is judged on final transaction value of $50,000 or less, including options, destination and dealer charges, not the sticker MSRP. Tesla has confirmed the Model Y RWD, at $49,990, qualifies — landing at $44,990 after the rebate. That is a $10 margin under the cap, not a comfortable one.

Separately, and on a different vehicle, Québec's Roulez vert program pays $2,000 toward a new eligible battery-electric vehicle under $65,000 MSRP ($1,000 for a used one). The 2026 Model 3 Premium RWD qualifies, bringing its effective price to $37,490. Roulez vert is scheduled to end December 31, 2026 — a hard date, not a rolling one.

Why a $10 margin is worth reading twice

EVAP's cap is calculated on the final transaction value — the number after options, destination and dealer fees, not the base configurator price. A Model Y RWD sitting $10 under a $50,000 line means almost any paid option — a paint colour, a tow hitch, an accessory added at the order desk — could push the same car over the cap and out of eligibility. If you are configuring toward this rebate specifically, that is the number to watch, not the base price advertised on tesla.com.

What this doesn't touch: your referral code

Neither EVAP nor Roulez vert has any relationship to a Tesla referral code. The referral's 3-month free FSD (Supervised) trial on Model 3, Model Y and Cybertruck, and the referrer's Tesla Credits, are fixed by the referral event — they don't move because a rebate program is running underneath the same order, and they aren't reduced or voided if a rebate is later disallowed on a technicality like the option-package edge case above. The two systems stack independently; neither reads the other.

What to check before you order

• If you're chasing EVAP on a Model Y RWD, price your exact configuration — options included — against the $50,000 final-transaction-value cap before you order, not after.
• If you're in Québec on a Model 3 Premium RWD, confirm Roulez vert's current eligibility and amount directly with Québec's own program page — it's scheduled to end December 31, 2026.
• Open your referral link or code first regardless of which rebate applies — it's unaffected by either program and won't be added retroactively if you skip it.
• Whatever rebate figure the order summary shows at checkout, confirm it there — rebate program rules move faster than any page describing them, including this one.
