EVAP Measures Transaction Value, Not MSRP — and the Fees Matter
A ten-dollar clearance on the listing price and a two-thousand-dollar failure on the transaction. The arithmetic, and why no referral fixes it.

The Model Y RWD is listed at $49,990 — ten dollars under Canada's $50,000 EVAP ceiling. Reported all-in figures land near $52,632 once destination and delivery, OMVIC, tire and air-conditioning charges are added. The listing clears; the transaction does not.
Why this is the most consequential fee arithmetic in Canada
Because a rebate of up to $5,000 turns on it, which is an order of magnitude larger than anything the referral programme delivers. A buyer who understands the measurement basis and gets an all-in figure before configuring is playing for the big number; a buyer optimising a referral is playing for the small one.
What a referral does here
Nothing to the transaction value, in either direction. The Canadian benefit is three months of FSD (Supervised) applied to the account after delivery — a service rather than a discount. It is worth attaching because it is free, not because it moves a threshold.
The two mistakes this produces
Hunting for a referral in the belief that it will bring a build under the cap, and avoiding a referral in the belief that it might push a build over. Both are the same misunderstanding pointed in opposite directions, and both cost the buyer something.
What to ask Tesla before you configure
For the all-in transaction figure, itemised. That is the number the rebate is measured against, and it is the only version of the price that answers the eligibility question.
Where the provincial schemes sit
On top, with their own rules. Québec's Roulez vert is up to $2,000 and closes 31 December 2026; other provinces vary and several have wound back. A referral page is the wrong authority for any of them — the province is.
Where the extra money actually comes from
Destination and delivery, provincial and administrative charges, tire and air-conditioning levies, and in Ontario the OMVIC fee. Individually small, collectively the difference between a listing that clears a ceiling and a transaction that does not. None of them are negotiable in the way a specification choice is, which is why they belong in the calculation before you pick a wheel, not after.
The comparison worth running before you configure
Put the rebate and the referral side by side once, and the priority settles itself: up to $5,000 turning on a transaction-value threshold, against a three-month software trial worth three times a monthly subscription rate. One of those is worth restructuring a configuration for; the other is worth forty seconds of sequencing. Buyers who run that comparison once stop treating the referral as a variable and start treating it as a checklist item, which is the correct treatment.
The sequence that gets both right
Establish the all-in figure. Decide specification against the ceiling. Open a referral link, configure once in that session, read the order summary before paying. The rebate question and the referral question never touch, and running them in that order means neither is lost.
