A Referral Benefit Will Not Get a Model Y Under Canada’s $50,000 EVAP Cap
The cap is measured on the final transaction value. A referral is a software trial delivered to your account — it never touches that number.

Canada's Electric Vehicle Availability Program pays up to $5,000 and applies where the final transaction value is $50,000 or less. That phrasing — transaction value, not MSRP — is the whole reason this page exists, and it is where the most expensive Canadian referral misunderstanding lives.
Why MSRP and transaction value are different numbers
A Model Y RWD listed at $49,990 clears the ceiling on paper by ten dollars. Add destination and delivery, OMVIC, tire and air-conditioning charges, and the number a rebate is measured against moves into the low fifty-thousands — reported around $52,632. The listing price cleared; the transaction did not.
Where buyers hope a referral helps
The reasoning is intuitive: if a referral gives me something worth a few hundred dollars, perhaps it brings the transaction back under the line. It cannot, and the reason is structural rather than a matter of degree.
What a Canadian referral actually delivers
Three months of Full Self-Driving (Supervised) on a Model 3, Model Y or eligible Cybertruck, applied to the vehicle after delivery. It is a service attached to your account — not a discount, not a credit against the invoice, and not a line on the bill of sale. The purchase price, the amount financed and the transaction value are identical with and without it.
The asymmetry that is genuinely useful
Because the benefit does not touch the transaction value, it also cannot push a configuration over a cap. A buyer threading a build under $50,000 can attach a referral with no risk to their EVAP position — which is the reverse of what most people assume, and it is worth knowing because some buyers skip the referral out of caution.
What does move the transaction value
Specification and fees. Wheels, paint, tow package, and the dealer-side charges above. If you are within a few hundred dollars of the ceiling, that is the entire decision — and it is worth far more attention than any referral arithmetic.
Provincial layers on top
Québec's Roulez vert pays up to $2,000 after its January 2026 cut and closes on 31 December 2026. British Columbia's referral position differs on the referrer side rather than the buyer's. Neither interacts with the referral benefit, and both are worth confirming with the province rather than with a referral site.
The order of operations for a Canadian buyer near the cap
Establish the full transaction value with fees included, before configuring. Decide the specification against the ceiling. Then open a referral link, configure once in that session, and read the order summary before paying — the benefit line is the only proof the referral attached, and it cannot be added afterwards.
The one-line summary
EVAP is decided by the transaction value; the referral is decided by whether you opened a link first. They are separate questions with separate answers, and conflating them costs buyers either a rebate or a free benefit.
