Canada's New EV Rebate (EVAP): The Fine Print for Tesla Buyers

EVAP and your Tesla referral are two separate systems on the same order. Here's the eligibility fine print — and why your referral timing isn't the thing at risk.

What actually changed on February 16, 2026

The federal iZEV program — the rebate that used to sit behind “up to $5,000 off an EV in Canada” — closed some time ago. Its replacement, the EV Affordability Program (EVAP), went live on February 16, 2026: up to $5,000 for a battery-electric or fuel-cell vehicle, or $2,500 for a plug-in hybrid, per Drive Tesla Canada's coverage of the rollout.

That is the headline everyone already has. The part that actually decides whether a specific Tesla order qualifies is the fine print underneath it — and it is narrower than the headline suggests.

The $50,000 cap that almost every Tesla trips

EVAP sets a final-transaction-value ceiling of $50,000 for most eligible vehicles — no cap applies to EVs actually built in Canada. Of Tesla's current Canadian lineup, only the Model Y Standard RWD comes close, priced at $49,990. On paper that clears the cap by ten dollars. In practice, Drive Tesla Canada flags a $26 destination/tire fee that pushes the final transaction value just over $50,000 — enough, as written, to knock the cheapest Model Y trim out of eligibility entirely.

That is a ten-dollar margin turned into a program miss by a line-item fee most buyers would not think to check. If you are configuring a Model Y Standard RWD specifically to catch EVAP, that $26 is the single number worth confirming with Tesla and, if possible, a program officer before you place the order — not after.

Why this is a separate question from your referral code

A Tesla referral code has no expiry date and no price cap — it is worth the same 3-month FSD (Supervised) trial on a $49,990 Model Y as it would be on any other eligible trim, and the referrer's Tesla Credits (up to C$325, or C$650 with FSD added) do not change based on EVAP eligibility either. EVAP and the referral are two independent systems sitting on the same order; one affects your final price through a government rebate, the other affects your software trial and your referrer's Tesla Credits. Confusing the two — or assuming one automatically extends the other — is the mistake we are correcting here.

A worked example: two order dates, one program

Picture the same Model Y Standard RWD order placed in January 2026 versus February 20, 2026. The referral side is identical either way — open the link first, and the buyer gets the same 3-month FSD trial on delivery, referral timing untouched by any of this. The EVAP side is not: purchases only became eligible from February 16, 2026 onward, so the January order simply could not have qualified for EVAP no matter how the price worked out, while the February 20 order at least clears the eligibility-date test — even if the $26-fee question above still needs resolving before assuming the $5,000 actually applies.

Québec's bigger number — and why it needs a closer look

Drive Tesla Canada's coverage cites a combined Québec incentive reaching up to $12,000 once federal EVAP is stacked with Québec's own vehicle incentives — a considerably larger number than Roulez vert's $2,000 ceiling on its own (which our Québec page already covers, and which is set to end December 31, 2026). We are flagging the $12,000 combined figure here because it is sourced and dated, but we have not independently itemized which programs stack to reach it — treat it as a ceiling to verify against Québec's own incentive page for your specific trim, not a number to bank on sight-unseen.

What to check before you order

• Open your referral link or code first — that part is unaffected by EVAP and never expires.
• Confirm your order's final transaction value against EVAP's $50,000 cap, including fees — not just the sticker price.
• Confirm your order date falls on or after February 16, 2026 — EVAP does not appear to apply retroactively.
• In Québec, verify the current combined-incentive figure directly against the province's incentive page before assuming the full $12,000 applies to your trim.
